£29.00 Per Hour Temporary

We have a new vacancy available for 2 x Tenancy Management Officers based in Oxford for a 1 month temporary post (potential to be extended) paying £29 per hour.

Role Purpose

* Responsible for the tenancy and void management of a defined number of properties within Oxford, Kidlington and Abingdon. To act as a first point of contact for members, tenants and other Council services in respect of Council owned residential properties.
* To provide a high quality, customer focussed service covering all aspects of void and tenancy management including transfer visits, welcome visits, tenancy changes, tenancy terminations and enforcement of tenancy conditions
* To liaise with external support providers as well as coordinate and influence the activities of other Council services including property and grounds maintenance, health and safety and customer involvement

Role responsibilities and main duties

Customer Care:

1 Manage a defined number of residential properties and to act as a first point of contact for the tenant ensuring that a high quality of customer care and service is delivered at all times. Responsibility for providing customers with advice on a range of housing related topics including mobility, bereavement and financial liabilities arising from tenancy terminations
2 Maintain an expert professional knowledge of current landlord and tenant legislation, guidance, best practice and case law.
3 Responsible for the co-ordination and preparation of case files in legal proceedings, instructing legal services and acting as the Council’s main witness in tenancy related court cases, organising, co-ordinating and attending evictions with the bailiff and police as
4 required..
5 Manage all requests for succession to a tenancy, assignment, mutual exchange and the reallocation of a property utilising knowledge of the relevant housing legislation. To carry out enforcement of tenancy conditions including the preparation and service of Notice to Quit and Notice of Seeking Possession as agreed by the Head of Service and delegated managers.
6 Observe and comply with Council policies and procedures of Health and Safety at Work including the use of PPC clothing when necessary.

Voids and Mobility:
8 Responsible for maximising rental income and reducing void costs by prompt termination and re-letting activities, marketing vacant Council properties for re-letting through designated media.
9 Responsible for the entire process of tenant mobility from application to sign up, assisting tenants to complete transfer applications and bid on properties where required, organising property viewings, providing references and completing assessments, finally ensuring that new tenants are fully aware of their contractual terms, rights and obligations relating to the Tenancy Agreement.
10 Responsible for identifying suitable temporary and permanent decant properties and coordinating other teams in assisting the tenant in arranging removals, fitting of carpets and curtains and changes to services e.g. reading of meters, contacting utility companies, post office, telephone and other media services and the Council Tax team.

Welfare & Safeguarding:
11 Responsible for managing housing issues for customers dealing with stressful situations in an organised and professional manner by following the Councils policies and procedures on issues such as Safeguarding, Death, Domestic Abuse, Welfare Concerns, Child Protection and, Mental Health. Liaising with external support and medical agencies as necessary.
12 Ensure the welfare of tenants and residents in emergency situations including fire and, floods by being the Council’s lead housing presence on site locating emergency accommodation and ensuring tenants are safely transported where required..

Personal Responsibility/Coordinating:
13 Responsible for the co-ordination of activities involving a range of Council teams and external agencies through collaboration, negotiation and communication, ensuring that all relevant officers and agencies attend patch meetings to inform and provide consistently excellent customer services.
14 Responsible for identifying and resolving neighborhood issues by working closely with stakeholders, members, tenants, residents and other interested groups to ensure their concerns are addressed
Budgets:
15 Manage the Estate Improvement budget for the area, consulting and engaging with members, tenants and leaseholders on projects and ensuring that the budget is fully utilised.

Report Writing/General Administration:
17 Produce performance management reports and statistics as required and assist with other tasks and projects as requested by members of the Housing Management Team and the Tenancy Manager.
18 To record and maintain accurate, up to date and comprehensive electronic records of all actions taken, ensuring all relevant support documentation and correspondence is complete.
