Location: West London
Working arrangement: Office-based
Salary: £78,000 per annum equivalent – temporary rate to be applied
Contract: Initial 3-month interim contract, with a strong likelihood of extension
Grade: PO6

About the organisation

We are working with a London local authority committed to delivering safe, sustainable and inclusive communities for its residents. The organisation manages around 12,000 tenanted homes and is focused on improving resident satisfaction, strengthening neighbourhood services and ensuring high standards of tenancy and estate management.

This is an exciting opportunity to join the Housing service at a senior level and play a key role in shaping and improving neighbourhood and community services across the north of the borough.

About the role

We are looking for an experienced Neighbourhoods and Communities Manager to provide strategic and operational leadership to a newly formed neighbourhood management team responsible for services to approximately 2,000 residents.

You will lead a team of 5–6 Neighbourhood and Community Officers and a Neighbourhood and Community Coordinator, ensuring the delivery of a responsive, resident-focused tenancy and neighbourhood management service.

The role will be particularly suited to an experienced housing professional who is confident leading teams, managing performance and delivering service improvement in a fast-paced local authority or social housing environment.

Key areas of responsibility will include:

  • Providing strategic and operational leadership across neighbourhood and tenancy management.
  • Leading, motivating and developing a team to deliver consistently high service standards.
  • Managing performance, setting KPIs and taking decisive action where improvement is required.
  • Overseeing tenancy management, estate management, antisocial behaviour and complex tenancy cases.
  • Ensuring housing management actions arising from fire risk assessments are delivered within required timescales.
  • Overseeing voids, allocations, viewings and tenancy sign-ups to support performance targets.
  • Leading programmes of estate inspections and home visits.
  • Working with residents, tenant and resident associations and community groups to improve services and resident satisfaction.
  • Using resident feedback, complaints data and business intelligence to identify service improvements.
  • Building strong relationships with internal teams and external partners including health services, police, voluntary organisations and community groups.
  • Supporting regulatory compliance and preparing the service for internal audits and assessment by the Regulator of Social Housing.
  • Leading operational business planning, service transformation and continuous improvement.
  • Developing a culture of accountability, innovation, high performance and excellent customer service.
  • Deputising for the Head of Service when required.

The role has a strong operational and transformational focus, with the successful candidate expected to shape service delivery, drive innovation and ensure the team is working towards clear performance, customer and organisational outcomes.

About you

We are looking for someone with substantial experience within housing, tenancy and neighbourhood management, ideally at management level.

You will need:

  • Proven experience leading an operational housing/neighbourhood management service.
  • Strong knowledge of tenancy and neighbourhood management, legislation and best practice.
  • Experience managing and developing housing teams.
  • A strong track record of setting and delivering KPIs and performance improvement.
  • Experience managing complex tenancy, ASB and neighbourhood issues.
  • Experience delivering service transformation, cultural change and continuous improvement.
  • Strong resident/customer focus with the ability to use data and feedback to improve services.
  • Experience of working collaboratively across a complex organisation and with external stakeholders.
  • Excellent communication, influencing and stakeholder management skills.
  • Experience of budget, financial and contract management, ideally within a local authority environment.
  • The ability to work at pace, manage competing priorities and make pragmatic decisions.

Level 4 housing qualification is required, or a willingness to work towards one within two years. Degree-level education or equivalent experience is also required.
