We are recruiting for two experienced Private Sector Housing Officers to join a forward-thinking West London local authority committed to improving housing conditions and creating safer, healthier communities.

The Role
As a Private Sector Housing Officer, you will play a key role in improving the quality of private sector housing across the borough. Working within a specialist enforcement team, you will investigate housing condition complaints, inspect private rented properties and Houses in Multiple Occupation (HMOs), and take appropriate action to ensure compliance with housing legislation.
You will work closely with landlords, tenants, legal services, and partner agencies to resolve issues and drive improvements in housing standards through both informal intervention and formal enforcement action where necessary.
Key Responsibilities
- Investigate complaints relating to poor housing conditions in privately rented properties
- Carry out property inspections and Housing Health and Safety Rating System (HHSRS) assessments
- Investigate reports of sub-standard Houses in Multiple Occupation (HMOs)
- Enforce relevant legislation including the Housing Act 2004 and HMO Management Regulations
- Prepare schedules of work, notices, statements, case files, and evidence for legal proceedings
- Work proactively with landlords and tenants to achieve housing improvements
- Support licensing schemes, energy efficiency initiatives, and wider private sector housing projects
- Attend court, tribunal, and legal proceedings where required
- Maintain accurate case records and provide excellent customer service throughout investigations
About You
To be successful in this role, you will have:
- Experience investigating housing condition complaints within private sector housing
- Strong working knowledge of the Housing Act 2004 and HHSRS
- Experience carrying out property inspections and assessing housing hazards
- Knowledge of HMO legislation, licensing, and enforcement processes
- Experience preparing and progressing enforcement action
- Excellent communication, negotiation, and case management skills
- A qualification in Environmental Health, Building Surveying, Construction, or a related discipline (or equivalent relevant experience)
