Environmental Health Officer - Residential
Windsor and Maidenhead | Hybrid | £50 per hour | Inside IR35 | Temporary
We are recruiting an experienced Environmental Health Officer to join a busy local authority housing and environmental health service.
This is a hands-on residential enforcement role covering the full range of council functions relating to private sector housing. You will investigate housing conditions, assess hazards, support HMO licensing activity and take appropriate action where offences or statutory breaches are identified.
The position offers hybrid working, with attendance in the borough required three days per week. The preferred working week is 37 hours, although candidates looking for around 30 hours may also be considered.
The role
You will manage enquiries, complaints and investigations concerning private accommodation, providing clear advice to residents, landlords, businesses and other stakeholders. You will undertake property visits and inspections, assess risks and determine the most appropriate course of action.
Key responsibilities will include:
- Undertaking Housing Health and Safety Rating System assessments.
- Supporting and administering HMO licensing functions.
- Investigating potential offences under the Housing Act 2004 and the Renters’ Rights Act 2025.
- Responding to housing complaints and conducting initial and ongoing case investigations.
- Carrying out visits and inspections across the borough.
- Implementing and enforcing relevant legislation, statutory requirements and council policies.
- Preparing clear reports, case records and supporting evidence.
- Serving notices or taking other proportionate enforcement action where appropriate.
- Advising members of the public, landlords and partner organisations.
- Working with colleagues and external agencies to deliver effective environmental health and housing services.
- Participating in the team’s duty rota and contributing to project work.
About you
You will need demonstrable experience within an environmental health, housing or regulatory setting, together with practical knowledge of residential housing enforcement.
You must have:
- A certificate of competence in HHSRS.
- Level 2 qualifications in English Language and Mathematics.
- Experience of working in an environmental health, regulatory or housing environment.
- Experience of working with customers from a range of backgrounds.
- The ability to understand and apply legislation, regulations and policy.
- Strong investigation, research and report-writing skills.
- Good written and verbal communication skills.
- Good IT skills, including experience using database systems.
- The ability to organise a varied workload and respond to changing priorities.
- Confidence managing conflict, challenging behaviour and personal safety risks.
- A current driving licence and access to a roadworthy, taxed and appropriately business-insured vehicle.
- The ability to attend evening meetings, visits or inspections when required.
- Willingness to undertake a Basic DBS check.
A recognised qualification in environmental health, housing or a similar discipline would be desirable. Previous enforcement experience, including serving statutory notices or issuing Fixed Penalty Notices, would also be advantageous.
