Damp & Mould Operations Manager
Interim | 6 Months Initially | £56.89 per hour Umbrella | Hybrid – London

We are currently seeking an experienced Damp & Mould Operations Manager to join a leading London housing provider on an initial 6-month interim contract.

This is a senior operational role responsible for leading the organisation’s approach to Condensation, Damp & Mould (CDM), ensuring cases are effectively managed from initial report through to resolution, while maintaining compliance with Awaab’s Law, housing regulation and relevant health & safety requirements.

The G15 represents 11 leading housing associations, collectively providing homes for around one in ten Londoners and owning or managing more than 880,000 homes nationally. Its members play a significant role in delivering safe, affordable and high-quality homes across the capital. 

About the role

As Damp & Mould Operations Manager, you will provide operational leadership across all CDM-related processes, leading a specialist team and ensuring reported cases are progressed effectively, within statutory timescales and to the required standards.

You will act as a subject matter expert on damp and mould, providing guidance, training and assurance across the organisation, whilst working closely with colleagues across Housing Management, Asset Management, Health & Safety, Resident Engagement, Data and IT.

A key focus of the role will be ensuring full compliance with Awaab’s Law, including mandatory timescales for inspection, reporting and remedial action, alongside driving improvements in service delivery and resident outcomes.

Key responsibilities

  • Lead, motivate and develop the CDM team to deliver high performance and excellent customer service.
  • Provide operational leadership for all damp & mould-related processes.
  • Ensure all reported cases are effectively managed from first report through to resolution.
  • Ensure cases and associated works are delivered within statutory timescales and contractual obligations.
  • Act as the organisation's subject matter expert on condensation, damp and mould.
  • Ensure full compliance with Awaab’s Law and associated regulatory requirements.
  • Monitor and report on CDM compliance and performance, providing assurance to senior leadership and external bodies.
  • Establish and monitor key performance indicators including time to inspect, time to complete works, customer satisfaction and recurrence rates.
  • Oversee CDM management across all regions and tenures, ensuring a consistent approach.
  • Manage and hold contractors to account for delivery and performance.
  • Analyse case trends and contractor performance to identify systemic issues and prevent recurrence.
  • Lead damp & mould remediation and other special improvement projects.
  • Develop and maintain policies, procedures and guidance relating to CDM.
  • Work with Data, IT and other colleagues to improve systems, reporting and case management.
  • Embed learning from repairs, complaints, legal cases and resident feedback into continuous improvement plans.
  • Develop risk management approaches to reduce disrepair and improve property condition.
  • Build strong relationships with contractors, external agencies, local authority partners and key stakeholders.
  • Work collaboratively across Housing Management, Asset Management, Health & Safety and Resident Engagement.
  • Champion a resident-focused approach, ensuring residents receive clear, empathetic communication throughout their case journey.
  • Support the wider delivery of repairs and maintenance services and contribute to service transformation.

About you

We are looking for an experienced housing professional with a strong background in repairs, maintenance or asset management, ideally with significant experience specifically around damp and mould management.

You will need:

  • In-depth knowledge of Awaab’s Law, housing regulation and health & safety requirements relating to condensation, damp and mould.
  • A strong track record within housing repairs, maintenance or asset management at a senior level.
  • Demonstrable experience managing contractors and holding them to account.
  • Experience delivering process and service improvements with measurable outcomes.
  • Strong analytical skills, with the ability to identify trends and implement preventative measures.
  • Proven leadership experience, including motivating and developing teams.
  • Excellent communication and influencing skills across residents, contractors, senior stakeholders and regulators.
  • The ability to balance strategic oversight with operational detail.
  • Strong problem-solving and decision-making skills, particularly in a high-pressure environment.
  • A commitment to continuous improvement, innovation and excellent resident service.

A degree-level qualification or equivalent experience in housing, asset management, construction or a related field is desirable. CIH, RICS or similar professional qualifications would be advantageous, as would NEBOSH/IOSH or other relevant Health & Safety training. 

Contract & Working Pattern

Contract: Interim, initially 6 months
Rate: £56.89 per hour Umbrella
Location: London - Kings Cross
Working Pattern: Hybrid
Office: 3 days per week – Monday, Wednesday & Thursday ideally
Remote: Remaining days working from home
