Environmental Enforcement Officer
Part Time | 3 Days per Week | £31.35 per hour | 6-Month Contract
We are currently recruiting for an experienced Environmental Enforcement Officer to join a London local authority on an initial 6-month contract, working 3 days per week at a rate of £31.35 per hour.
This is an excellent opportunity for an experienced enforcement professional to play a key role in protecting the local environment, supporting neighbourhood management and ensuring compliance with relevant environmental and highways legislation.

The Role
As an Environmental Enforcement Officer, you will undertake a wide range of enforcement activities relating to environmental and highways offences across the borough.
Your responsibilities will include:
- Investigating environmental offences including littering, fly-tipping, waste presentation, graffiti, fly-posting, spitting and other environmental crime.
- Investigating highways-related offences, including hoardings, skips, scaffolding, advertising boards, abandoned or untaxed vehicles, grass verge damage and highway obstructions.
- Undertaking inspections, issuing authorisations and monitoring licensed structures or objects occupying the public highway.
- Gathering evidence through surveillance and other investigative methods.
- Issuing warning letters, notices, fixed penalties and other enforcement action where appropriate.
- Conducting interviews under caution and preparing cases for prosecution where required.
- Preparing reports, correspondence and evidence for potential court proceedings and representing the council in court when necessary.
- Maintaining accurate records of enforcement activity, evidence and documentation.
- Working closely with residents, businesses, contractors, council departments, senior managers, councillors, the police and other external agencies.
- Providing advice and guidance to members of the public and businesses regarding their responsibilities under relevant legislation.
- Supporting the Neighbourhood Management Team with enforcement activity and investigations.
- Travelling across the borough to undertake inspections and enforcement activity.
About You
We are looking for an experienced enforcement professional with a strong understanding of environmental and/or highways enforcement.
You will ideally have:
- Previous experience working at a senior level within an enforcement role.
- Practical knowledge of relevant legislation, including the Environmental Protection Act, Highways Act, New Roads and Street Works Act, Refuse Disposal (Amenity) Act 1978 and Anti-social Behaviour, Crime and Policing Act 2014.
- Experience investigating offences, gathering evidence and taking appropriate enforcement action.
- Knowledge of court procedures and giving evidence.
- Experience dealing with untaxed and/or abandoned vehicles.
- Experience working with external contractors, agencies and partner organisations.
- Experience dealing confidently and sensitively with members of the public.
- The ability to work with senior stakeholders, councillors, the police and other agencies.
- Strong written and verbal communication skills.
- The ability to remain calm and professional when dealing with challenging, intimidating or anti-social behaviour.
- Strong organisational skills and the ability to manage a varied workload with competing deadlines.
- The ability to work independently and use your own initiative.
